SRA PLANNING CONFERENCE AND PROGRAMS REVIEW
In line with SRA’s vision, mission and mandate as embodied by its charter, E.O. 18 s. 1986, a comprehensive review of its organizational structure, core functions, plans and programs was conducted last April 28-30, 2008. The conference was participated in by SRA officers which include Board Member Rafael P. Golez, Administrator Rafael L. Coscolluela, Deputy Administrator Aida F. Ignacio, Assistant Administrator Dominador T. Villanueva, all department managers and division chiefs. |

Administrator Coscolluela invited industry stakeholders as evaluators to participate in the planning process and solicit their views and opinions on how to strengthen the organization and identify programs that are of relevance to the industry. Among those present were Mr. Bernard Trebol and Mr. Jose Luis Tongoy of the Confederation of Sugar Producers Associations, Inc. (CONFED), Mr. Pablito Sandoval of LUZONFED, Mr. Roberto de la Rosa of Dacongcogon Sugar Mill, Mr. Raul Gamban of the sugar traders sector and Mr. Willie Olaguer of the sugar-based food processors / exporters sector.

The conference was highlighted by the Administrator’s message and marching orders focused on SRA’s major functions and concerns of key officers. He emphasized that SRA should focus on core functions and institutional strengthening programs and disengage from non-priority areas, unless these areas are self-liquidating. He further instructed the finance department to conduct a “cost accounting” of the various programs and projects of SRA and practice “zero-based budgeting” in funding relevant programs.

Among the core functions / SRA thrusts / priorities identified by the Administrator are farm / mill productivity improvement, variety sourcing / development / propagation / distribution, development of alternatives (muscovado, ethanol, others) and public relations / industry communications program. He also ordered the SRA officers to submit proposals for the institutional strengthening programs which include policy review / rationalization / development, organizational and systems review and development, personnel development / capability building / grievance mechanism, asset management / disposition, revenue optimization, performance appraisal, internal audit program and budget review. |
