                                            VIII.  ISSUANCE OF CERTIFICATE OF SUGAR REQUIREMENT
                                       OF PROCESSORS OF SUGAR-BASED PRODUCTS

                                                                The Sugar Regulatory Administration  (SRA) was created by Executive  Order
                                                                No. 18 dated  May 28, 1986 to promote  the growth  and  development of  the 
                                                                sugar industry through greater and significant participation of the private sector, 
                                                                and to improve the working conditions of laborers.
                                   
                                                                The Production Control  and  Regulation  Office  (PCRO)  is  a  vital  operation 
                                                                group that assists the Sugar Board in policy making as far as sugar  regulation
                                                                is concerned. They take charge of the following:
                                                                            1) process all transactions related to trading;
                                                                            2) monitor sugar production, price, stocks and withdrawals; and
                                                                            3) enforce policies promulgated  by the Sugar Board.

                                      OBJECTIVES:  To grant allocations to import sugar to processors of sugar-based products for export.
                       
                                      LEGAL BASIS:  SRA Sugar Order No. 13 series of 1998-1999 dated June 24, 1999

               POLICY GUIDELINES:
                                                      A.   Only processors of sugar-based products for  export who are duly accredited as Customs 
                                                            Bonded Warehouse Operators are eligible for allocation to import their sugar requirements.
                                                      B.  Only  processors/exporters  with  SRA  issued  certificate  of  sugar requirements  shall be
                                                           given clearances to withdraw their imported sugar from the Bureau of Customs.
