VI. ISSUANCE OF CERTIFICATE OF EXCHANGE AUTHORITY (CEA)
ON SWAPPING OF TWO DIFFERENT CLASSES OF SUGAR
The Sugar Regulatory Administration (SRA) was created by Executive Order
No. 18 dated May 28, 1986 to promote the growth and development of the
sugar industry through greater and significant participation of the private sector,
and to improve the working conditions of laborers.
The Production Control and Regulation Office (PCRO) is a vital operation
group that assists the Sugar Board in policy making as far as sugar regulation
is concerned. They take charge of the following:
1) process all transactions related to trading;
2) monitor sugar production, price, stocks and withdrawals;
3) and enforce policies promulgated by the Sugar Board.
OBJECTIVES: To facilitate the transfer of export sugar from the mills to the loading ports/bulk
terminals without necessarily involving the physical transfer of same.
LEGAL BASIS: SRA Sugar Order No. 6 series of 1991-1992 dated June 23, 1992
POLICY GUIDELINES:
A. Export sugar of mills without or far from loading ports/bulk terminals
shall be allowed one (1) exchange ("swapping") transaction, while.
those mills with or near the loading ports/bulk terminals shall be
allowed two (2) exchange ("swapping") transactions for the same
volume of another class of sugar, e.g. domestic sugar.
B. No mills shall allow withdrawals of swapped quedans without the
issued SRA CEA's.
