III. ISSUANCE OF SHIPPING PERMIT
The Sugar Regulatory Administration (SRA) was created by Executive Order
No. 18 dated May 28, 1986 to promote the growth and development of the
sugar industry through greater and significant participation of the private sector,
and to improve the working conditions of laborers.
The Production Control and Regulation Office (PCRO) is a vital operation
group that assists the Sugar Board in policy making as far as sugar regulation
is concerned. They take charge of the following:
1) process all transactions related to trading;
2) monitor sugar production, price, stocks and withdrawals;
3) and enforce policies promulgated by the Sugar Board.
OBJECTIVES: To monitor the coastwise movement of sugar to help curb smuggling.
LEGAL BASIS: Joint Memorandum Order No. 4-2002 by Bureau of Customs and SRA
dated August 11, 2002 / SRA Sugar Order No. 12 series of 1987-1988 /
SRA Sugar Order No. 3 and 5 Series of 1998-1999 and Sugar Order
No. 3 Series of 2001-2002.
POLICY GUIDELINES:
A. Only accredited SRA sugar traders shall be authorized to transfer sugar
from one port to another port.
B. Sugar shipment without the covering SRA sugar shipping permit shall be
subjected to administrative penalty by the SRA and/or seizure proceedings
by the BOC.

B. Sugar Release Order
(for locally-sourced sugar only)
C. SRA Clearance for release from the BOC
(for imported sugar)
D. SRO and/or Waybill
E. Shipping Permit, SRA, Waybill, Bill of Lading
F. Authorization to paper processing/security/
receiving Shipping Permit
G. Official Receipt for payment of Shipping Permit Fee
