SRA REGISTRATION AND LICENSING SERVICE I. ISSUANCE OF LICENSE TO MILLS/REFINERIES
                                                               The Sugar Regulatory Administration (SRA) was created  by Executive  Order
                                                               No. 18 dated  May 28, 1986 to promote  the growth  and  development of  the 
                                                               sugar industry through greater and significant participation of the private sector, 
                                                               and to improve the working conditions of laborers.
                                   
                                                               The Production Control  and  Regulation  Office  (PCRO)  is  a  vital  operation 
                                                               group that assists the Sugar Board in policy making as far as sugar  regulation
                                                               is concerned. They take charge of the following:
                                                                            1) process all transactions related to trading;
                                                                            2) monitor sugar production, price, stocks and withdrawals;
                                                                            3) and enforce policies promulgated  by the Sugar Board.

                                       OBJECTIVES: To  subject  sugar  mills / refineries  to  SRA  rules  and regulations regarding 
                                                              sugar production and withdrawals.

                                       LEGAL BASIS: SRA Sugar Order No. 8  Series  1991-1992  dated  July  23,  1992  and
                                                               SRA Sugar Order No. 4 Series of 1992-1993 dated September 17, 1992

                                       POLICY GUIDELINES:
                                                               A.  All mills/refineries shall be issued SRA licenses before each operation.
                         B.  All raw sugar production shall  be  allocated  as  to  quedanning  ratios 
                                                                   ( percentage  of  production  according   to  market  requirements,  e.g. 
                                                                  Domestic and U.S. Markets) promulgated by the SRA.
                                                              C.  All raw and refined sugar production shall be covererd by corresponding
                                                                  quedan-permits.
                                                              D.  There  shall  be  no  withdrawals  of  sugar from  mills/refineries  without 
                                                                   surrendering the covering quedan-permits.
                                                              E.  Stock balances of raw and refined sugar of mills/refineries shall be subject 
                                                                   to  physical and quedan inventory by the SRA.
                                                              F.  All unused quedans shall be subject to accounting before the issuance of 
                                                                   licenses to mill/refineries.
